Let's not go deactivating new accounts too quickly, is all I ask.  We all
discussed this before, way back, and our answer then was reasonable, it's
just that it hasn't been kept up.  No one of us should be burdened with that
horrid task, as Justine was, going through a year's or more worth of
accounts.  Some think they have to sign up, and realize later they didn't
need to, others intend to edit, but either run out of time because of
editing being turned off.  Ten days, two weeks, unused, I can support.  Goes
without saying that old accounts, untouched for months, even years, sure.

I am not so certain if this isn't something that a bureaucrat should be bulk
deleting, so as to free up some of the user names once again, given
RatWiki's attempt to use them all up, get us to block all the possible first
and last name permutations.

Which brings the question, just how have you been removing the accounts?
Does oversight give you that ability, and if so that obviates my suggestion
above to have a Bureaucrat delete them.

If you look at the drop down block reasons under "sock puppetry" you'll see
a line that says "Unused account with no edits after registration (removed
without prejudice)", which is the only way that I felt could justify such a
block.  There was no oversight involved, just a simple deletion.

But I will defer to the group and hold off removing these empty accounts
until they're at least ten days or more old, or if it is better to have a
bureaucrat remove them (possibly the latter is better).
